What is happening with my baby chick???? :(

Frittata, my 4 week old Golden Laced Wyndotte is not growing. There are 2 other chicks in the brooder with her who are thriving (Rhode Island red & Australorpe).

Frittata's symptoms include:
-Easily falls over, and won't try to get up.
-Suddenly lathargic. Sleeps most of the day. She used to be the most active of the 3 chicks.
-Wants to eat & drink but looks as if she's missing the food. Also pecks at it really hard!
-Eyes are droopy not alert
-Poops are runny and often bright green
-Still wants to be directly under the heat lamp won't venture too far from it
-Week 2 she started spreading her wings a little and holding her neck up high like the others, but now that has stopped. She's gone back to being a little cotton ball with legs.
-Feathers all seem to be growing normally and are bigger than her body! She looks like she's wearing a cape BUT she's stopped stretching her wings out and doesn't fly. Or even attempt it.

Other facts that could possibly be relevant:
-Chicks are in an extra large metal dog kennel, lined with a cardboard box, and pine shaving. Cage is frequently cleaned.
-Chicks eat the Scratch and Peck Naturally Free Starter Feed & Grit.
-Chicks have not been vaccinated
-There are 2 dogs in the house
-Brooder temp still kept at 90 for Frittata
-I don't know anyone else with chickens, so chicks wouldn't have been exposed to other birds


These are my very first chickens so this is new to me. I've been googling around trying to figure out what could be wrong and how I can help her recover. So far I've given a little sugar and apple cider vinegar in her water, mealworms for extra protein, and have put her in a separate caged area which is inside of a larger cage where the other two chicks are. She doesn't like being away from them but they are much larger and very active, Frittata gets knocked over and is helpless. She has her own waterer and feeder. She has been this way for about a week.

What can I do to help her?!
 
Save-a-chick is made for sick chicks it's a supplement that you mix with water and it works wonders! If you don't have acess to save-a-chick which you can buy at your local feedstore you can put a little bit of sugar in the water and it will help some but save-a-chick will work better!
