Hi,
I would go 65% on days 19 to hatch.
Most the drying down of the eggs should have occurred during the first 18 days of incubation.
In my experience BCM eggs differ in their difficulty to dry down as easily as lighter colored eggs.
If you feel like they didn't dry down enough by lock down time you could keep their humidity down until you see the first pip then go up to 65% but you got to watch them like a hawk and look in there frequently.
Best of luck on your hatch,
Carolyn
