Tonic immobility happens when an animal is convinced it is about to die, and goes into a catatonic state.

Anyway, OP, you can restrain a chicken by wrapping it firmly (but not too tight) in a towel.

You could also try flushing her eye (gently) with Vetericyn or saline.

That's what I would suggest, flushing with saline using a siphon bottle or a needless syringe.
