What is on this chicken?

Hi, this is my first question but I’ve been lurking and reading for a while! Just got home with 4 new pullets (about 10 weeks old) purchased from a farm via FB group. Got the girls settled in and noticed that one hen was pecking another on the back. When I looked closer, it looks like she has dandruff or little white scales. It’s only on her back near her tail, and I didn’t see her scratching or preening anything.
Couldn’t get close enough to her to get a really good pic, she is very skittish, but you can kind of see it here. Edited—finally got her after dark for a closer pic.

Anyone know what this is, and how I should treat it? I definitely don’t want it to spread to the others or my existing flock. Thanks for your help!

Inspect her closely for lice/mites especially around her vent area. Lice are white/off white or straw in color. Their eggs are clustered on feather shafts.
Mites are black or red in color.

Also, it could possibly be a pecking order issue. If it isnt lice or mites, you can put Nu-Stock on the effected area and it will heal in time and prevent picking and pecking.
Nu-Stock can be found in the equine section at a feed store. Shake the tube well and wear disposable gloves when applying it.

It looks like she's got pin feathers (new feathers) coming in.
At some point she was plucked and the little spikes are new feathers coming in.
