I know it does not have a single comb ...can it still be a BPR?

If it has a rose comb, I would say dominque. We have some dominique hens that look just like that. And from looking at how small the comb is I would say a pullet, not rooster.

i think it is a rose comb. She is a survivor of a BO attack her whole rear end was pecked to the bone and she made it through
