What is the best "set and forget" incubator on a budget?

IMO a used older GQF cabinet incubator (1200 series) is the best "set and forget" incubator for the money. They are WAY more "set and forget" than your typical Styrofoam incubator. They will run you between $200-350. I've had excellent results with mine.
