What is this breed and we think it's a boy? 4 months old.

It is a rooster.

I think it's a mixed breed. It resembles a white Rock, but they're, well, white. All over. I guess he could be a rooster of one of the hybrid layer breeds like tetra tint or amber link, I'm really not familiar with what the roosters of those crosses look like. Best guess is a mix.

Is that dark feathering on the wings? or is it just a little dirty?

The black little part is just on that side of his wing.

Could be a non-show quality White Rock, as, though the breed/variety is supposed to be white, many white birds have some black in them. Or he (yes, it is a cockerel) could be a mix of some sort.
