What is this piece of tack?

Bless his heart for just sitting there letting me fumble with it, his eyes are too high to put the studded piece across his forehead so I improvised but I can't imagine this would be comfortable. Maybe i can make some alterations. He just snapped another collar today, that's why im trying to figure out a better solution and when I saw this thing I thought, perfect!

Believe it or or not my youngest daughter used to ride him! I also used to have a harness for him and he'd pull the girls on a tobaggan or pull a little cart but he's outgrown it and I haven't gotten around to getting a new one. I do want to say thanks to everyone for helping me figure this thing out! :frow
 
The "brow band" goes above his eyes. The "side cheeks" are supposed to be attached to a bit (in the mouth). You can get a small nose band or bosel to attach to the bottom loops to make it work.... if you need to shorten the side cheeks, we would tie knots in the straight piece to shorten it.... hope this helps
 
It's a nylon western headstall.... there is no way you will be able to make it fit that goat properly without cutting at least half of it off, which will be impossible with the overlay on the cheek pieces. It is missing a bit (or hackamore, either works) but you could just use a dog collar for a noseband vs. a bit. I've not seen bits routinely used for goats, though you can find teeny tiny bits that would fit a goat.

You could probably list it on Facebook or Craigslist and sell it for $10 or so.
