What is this roo?

Recently acquired rooster from a neighbor who bought it at the local expo.
His daughter has bought an identical rooster from there, different breeder, which leads me to believe it isn't a mutt, although it looks to me like some type of sultan/silkie mix.
Does anyone know what he is?

Yeah, it's a silkie but very poor quality in terms of the breed standard of perfection for non-bearded silkies.
