What is this turkey doing?

I've caught him standing around like this the last couple days and haven't seen this behavior before. I've seen him strutting correctly so I don't think he's just confused about what to do there. It looks kind of like he's cooling himself, but his neck is all folded up. One of the hens was doing something similar yesterday also.
He was hatched in the spring so he's between 5 and 6 months old. It's been unseasonably warm here this week, but nothing they aren't already acclimated to. He doesn't seem lethargic and isn't behaving abnormally otherwise.
Any ideas what's going on?
 
A few thoughts, he's sick and not feeling well, but trying not to show it.

Does he move at all while doing it? Sometimes young toms will simulate mating, but it looks like he's just sitting hunched.

They sometimes will look like that after a sharp temperature drop too as they acclimate to the new temperature. It generally stops after a few days, until the next drop.
 
I notice ours (we have too many males together) will be a bit sulky or stand off-ish after having a hard day with the other males chasing them. Sometimes they need to take their own space and have a break.
How is he doing today?
