Yes, a dressmaker's hem marker/pinner. You put the pins into the cloth thru the notches, then open the arm, and move along....
No Fair, I knew that. I remember my Grandma. Mom and aunts using that to hem dresses when we were kids...One would stand on a small table or stool and they pinned the dress up...

Is it used to hold a calf or bull?
The ends looks like what we use to put in their noses to hold them if they did not have a bull ring. I am not sure how you would get them to walk up to a board and put that thing in their nose though..... We just called them nose clamps..

That is exactly what the husband said was that those pieces looked like something for a bull. . but the rest of it doesn't make much sense.
