The pulley is for the string you pull to close the cutter. Here's a more modern example for reference

That's what was throwing me. Although pole saws do have pulleys, on the ones we have they are not nearly so big and prominent.

And it does look like the handle has been broke off I bet it was much longer yep.
Probably a pole pruner.

I have sure never seen one that looked quite like that though.
And my DH used to do a lot of side work for a tree service.
He would be very disappointed in me guessing that one wrong.

Pretty sure it is an old limb pruner… some of the old ones ( probably pre 1940s) used a small chain thru the pulley rather than a rope…

I think the chain would have attached to the eyelet and a rope was clipped to the middle of the chain, and pulling the rope would make it close…

this one likely fit into a sleeve on another section, as part of a set of short poles that made it adjustable
