She has a “rough” spot above her shoulder no sign of bugs or blood.it is almost as if her feathers are matted together

Is her eye goopy and stuck together from drainage? Can you put a warm wet compress on the eye and on the feathers to soften them? See then if you can get the eye open and have a look, to see if the eye is intact, or if there are bubbles, foam, or gunk inside? Then see if there is a wound under the matted feathers, or possibly an abscess or cyst.

If the eye is there, rinse it with some saline or eye wash and apply some antibiotic ointment such as Terramycin or plain Neosporin twice a day. Let us know what you find. Has the hen been picked on?

I rinsed the eye and it seemed to be fine. As far as I can tell there is no open wound
 
@Eggcessive I just checked on her and her eye is goopy again. The point on her back is a sticky substance no color and odorless. My other Brahma’s eye looks the same way. And seems to have labored breathing. While they were out this evening these two were drinking out of our gray water drainage area. They have all drunk from there many times before with no problems so I didn’t think much of it.
 
Update. The brahmas have been separated from the other chickens and are very lethargic. The foam on their eyes have gone away but the white Brahma is still having trouble breathing. I’ve given them clean water with probiotics and a dish of food but I haven’t noticed them eating or drinking anything.
 
This is the lady’s when I got home this evening. Seem to be acting better. I did spray some ointment on their eyes.
