What is up with these feathers?

We chose this little one by it's color, hoping it would be a self blue OEGB pullet, to match our cockrel. BUT, her feathers are strange. Does anyone know what is going on with her? The feathers aren't flat, but they don't curl like a frizzle either. They just look like someone wet them and they never recovered.

Wanting to see what's said ... Pretty color, understand why you chose it. Where'd you get it from? Age? Was it sold to you as a pullet?

They almost look like young silkie feathers. Other than that, I'm not sure. Is she pure or a mix?

Hoover Hatchery through TSC mixed bantam bin. They are straight run and this was the only one this color and it was the smallest too. It's legs are slate with 4 toes, no feathers on them and her skin isn't black. We did get a buff and a white Silkie, but they look totally different. We got her 10 days ago at TCS. They had just come in.

Post updated pics in a few weeks, could be a "frizzle" bantam ... Breed no clue but pretty coloring. Pullet hopefully for your cockerel
