What is wrong with my chickens butt!!!?!?!?!

Hello, I just recently noticed that my chicken was pecking at it's butt earlier it is a Silkie Bantam also it's tail feathers above it's but were kind of wet and, I don't know much about them I just got the baby chick two days ago. It looks like it's anus is coming out or it looks like a belly button kinda but I can't tell? Please give me some information on what could be wrong or what the problem could be? Or if this is a misconception..
Now the feathers may look a bit nasty but I rubbed Vaseline on her hine end because I thought she was constipated but I don't rightly know... So please if any one can help me!! D:

Also I thought I should mention it seems like she is almost non-stop churping. And she wasn't doing that until she started pecking at her butt..

You could try seeing if she looks like she has fecal matter clinging to the area; if so, try soaking a warm - NOT hot - wash rag to soften it as she may have the infamous pasty butt. Check her brooder temperature and feed her chick scratch for a day. Cold is a major factor in pasty butt; and chick scratch, made specifically for chicks, can sometimes loosen them up after they've had the impacting feces removed.

how old is this chicken? a chick? sounds like a prolaspe vent from your description, clean the tissue with warm water gently, apply some honey or prep H to the tissue and let it set for a few minutes, separate her from the others ASAP! they will peck at the tissue and kill her. then gently with a clean gloved finger push the tissue back in, it may come out again, do again, if it is a laying hen keep her in a darken area for a few days to prevent hger from laying until she heals up. give her some electroyte solution in her water for added strenght
