What is wrong with my rooster's legs?

My icelandic rooster was given to me from someone that had too many. I believe he is about a year old. I've had him since May. At first I thought this was caused by the hens that are pecking at his legs. But now I'm not sure. Is this scaly leg mites? I have sprayed vetricyn on his legs a couple times, but I don't see any open wounds. Any ideas on what this is?

Oh that looks painful! Looks like scaly mite damage to me. Once the legs are infected with mites they need to be treated otherwise the scales fall off, like this guy here, the hen pecking can’t have helped...
The scales will take a long time to grow back, if they do. I’m not sure what you can do other than to keep them clean, maybe Epsom baths... coconut oil will keep them hydrated.
