What is wrong with these two geese?

At this park I go to often, these two geese have very raggity feathers and I'm not quit sure why they look like this. And the one has a bad foot that's all crippled.

Poor thing I feel so sorry for water fowl that have to live around humans eating bread is not a good source of food for them and causes many health problems and the one looks to either have an infected foot or a broken one. The raggedy feather could be because they need to molt or they have a health issue and aren't preening themselves.
