What is wrong with this chicken?

We bought a Brahma a few months ago and something is wrong with his neck. I don’t know if he is molting or got into a fight with another chicken. Please help!
 
He is regrowing feathers that were lost somehow, he could be molting or they could have been ripped out in a fight or by a predator. This is completely normal, they will regrow within a week or two.

We do have another rooster in there with him (we bought more hens and are working on a separate cage) do you think he could have something to do with it? The other rooster doesn’t have anything wrong with him though.
 
This is the time of year when molt happens or is getting ready to, so that would be completely normal. How many hens do you have with the two roo's and how much space do they have? How old are they? Two roo's in a small space with hens is setting them up for conflict. Some observing will tell you what's going on. Without adequate space they will compete for 'top dog' position, and hens, until one is established as winner, and that can be really brutal depending on the birds. You could end up with very injured roosters, and maybe hens if they get caught in the crossfire. The #1 roo is going to continue to try to drive away the competition. Keeping multiple roosters requires much more space, or separating all but one out into separate coop/runs, a "bachelor pad" is what is usually referred to, for extra cockerels/roo's, if you are going to keep them.
