It's a Green Heron. They are only 17 inches long.

We have little blue herons here plus the big ones

There are different species of heron. They can be drastically different in size and coloration. The Family is Ardeidae, Subfamily for both Green and Great Blue is Ardeinae. A Green is Genus Butorides, a Great Blue is Genus Ardea. Hard to tell from the picture, but another candidate for identification is a Bittern, part of the same Family, but different Subfamilies.
