What kind of blood sucking bugs are these?

Yup, probably a Black fly or maybe a biting midge (hard to tell from photo).
Time to get some fly spray!

I also think it appears to be a Black Fly. Hard to determine from just that photo.

Either way, it is definitely biting and feasting on your bird's blood. Grab some pyrithren or permethrin spray and rub it onto their combs/wattles. Should keep them at bay.
