That is a drone fly,there larvae are called mousies and some of the best fishing bait you can get(Next to helgramites).

The cicadas I'm used to seeing are the size of a candy bar (and crunchier! kidding!) But, I'm thinking, this might not be that type of phorid fly exactly, but one of the phorid flies. That gets it down to genus, then you just read up on phorid flies and figure out a decent guess as to species.
