What kind of bugs cluster on wing feathers?

I have a young cockerel who has what looks like clusters of tiny bug eggs around the feathers on his face, and also on the undersides of the feathers on his wing tips. Several other chickens also have these clusters of whatever this is, it's tan & small-grained, on the undersides of their wing tips.

What is it? How should it be treated? I think I saw some of the grains moving. I dusted these birds with insecticidal dust, will that help?

UGH...
I think I would traea again with dusting. My horses get fly eggs on the ends of their hair and it almost sounds like that but I dont think flys lay on poultry. Maybe a cootie comb(lice comb) to putt them off? Good luck
 
It does sound like lice, dusting will help...but you may have to manually remove as well.
