The picture is dark and difficult to see, but it looks like a Barred Rock with its barred pattern, red comb and wattles, and yellow legs and beak.

He is a mixed breed! He has a Barred Rock parent, probably a dad, so that makes him 1/2 BR! Could be a sex link but not sure what else it's mixed with!

You are probably right. I had a difficult time telling (with the poor quality of the picture) whether those patches on him are lighter colored feathers or areas where the feathers are missing.
