What pet?

Yeah, but their hutch would be expensive (to build a proper sized one) and I really don't know how much time I could spend with it

So what exactly do you want. Tortoise are out because of your location. Goats, sheep, turkeys, ducks, geese are all loud. Pig maybe?
 
how much time would I need to spend with a rabbit?
I spend a few minutes with each bunny. Mine can all see other rabbits, and I let mine out to run. We built our hutches, and bought the wire cages for other rabbits. My bunnies mostly like to be brought treats, and get a bit of petting.
 
Are they expensive? Because I wouln't be able to get farm hay around here, and the vet bills for spay/neuter are really high around here
 
A rabbit would be the quietest and easiest, but second would be a cat. Fairly quiet and easy to care for. Unfortunately, to properly maintain it, visits to the vet are necessary, for vaccines and spay/neuter.
(If you weren't to spay/neuter a cat wouldn't exactly be quiet or easy to care for.)
