what predator eats everything but the feathers?

she was competely gone but the feathers, no beak, no feet.

"Gone" doesn't mean "eaten".
It just means whatever it was could carry it off

Hawks rarely carry off a whole bird.

Sounds more like a canine problem

Coyote?
We used to have guinea hens, they made my chickens look like rocket scientists. They wouldn't let me near them. They would fly to the roof of the barn screaming like crazy, but would roost at night on the highest board of my horse paddock fence (about 4 1/2 ft), where the coyotes would come from behind, snatch them off the fence and eat them on the spot, leaving only a pile of feathers. I had twelve, and the coyotes ate every one of them

On the tied up rooster & dog note. I think we owe to our animals to make our best effort to keep them safe. I'm sorry that rooster had to die that way, with no ability to protect itself. When I was a kid, my step father used to insist that we chain our dog up, even though we had a fenced back yard. I came home from school one day to find my dog had jumped over the fence with the chain on and broke his neck. That is a terrible memory, and I will never leave a dog tied or chained. Dogs should be fenced or trained, preferably both.
