what should I expect?

I have had some dismal hatches this year for my first year. First two were because the turner was not working but also I had a terrible time keeping the temp controlled. it was one of those cheap Chinese plastic incubators.. then I got a new incubator a farm innovator. all worked, but I didn't know to put the eggs small end down and only had 5 of 35 eggs hatch. I also had a real problem keeping the temp going too. I have 4 hygrometers in it of various kinds and all are different.... so now I have quail eggs that I purchased from ebay. I think there were a total of 88 when I started. I put them small end down and the turner was working and the temp for the most part was 99-100. one time it shot to 102 but I cooled it down and have kept it around 100. Lock down day 14 was Monday. they started hatching on day 17, 10 hatched that day, 14-15 not sure how many there are hatched yesterday and this morning day 19 3 have hatched and there are some eggs rocking. I open it once a day in the evening and quickly remove the ones that have hatched in that 24 hour period to make more room. I have kept the humidity in good shape all through it too.
What is a good hatch rate for eggs that I got from ebay? they came on Saturday and set them on monnday.
I am so discouraged. My neighbor went to a chicken swap brought home 70 eggs threw them in the incubator and hatched 68 out...
 
Oh Wow.... really 30-50 percent. that sort of surprises me. but I feel better. It is so funny that these are hatching over 3 days. 5 have hatched today and there are a couple more pipped. this would be day 19.
 
I wish mine would pip. It is day 21 for bcm. I haven't been able to see anything when candling so they could all be clears. I can see the turkeys all swimming around. I will keep hoping, but the air cells are all detached in the bcm.
