I'm guessing that this is the type of noseband that you're referring to? It's called a Muserola noseband, and can cause a lot of damage and pain.Poor boy, someone really messed him up with a hackamore... look at that old injury on his nose.
Sometimes in advance of sale people get yahoo wackos like the type that ride at auctions on them and those people tend to prefer harsh metal hackamores as instruments of forced obedience.
I suggest you restart him. Look on youtube for Warwick Schiller. He has a whole in-depth video series that will show how to do free work, hook on, get him sensitive to light pressure, desensitize, etc.
There are quite a few good natural horsemanship trainers, but I liked the detail in his videos.

I think that it could have been caused by a metal noseband, halter, or even just a regular noseband that was too tight or the rider had really heavy hands.@SourRoses is it?
That's not what I think of when hearing hackamore.
Also couldn't that of been made by a halter?
I personally have no problem with rope halters with knotted nosebands, though I have found that, because it doesn't really distribute pressure evenly, there are some horses that do not do well with itThat's horrific
It could have been that one that injured OPs horse... but I've also seen hackamore nose bands that are solid smooth metal, and a person with harsh hands can rip them up with those too.
It's such a delicate area of thin skin over bone and sensitive nerves right there! I detest those devices.
* Disclaimer: I have used a rope halter with knots at the nose, as well as a spanish jaquima, both are meant to be used softly, with feel. But they aren't made of metal either, so a person has a chance to actually feel what's happening.
