I had my lamp on high after i put em in and them it read 109.8 and ws still rising. Now i put it close to low and slowly read to 100.3 . I'm just wondering what is the most i want to get without cooking my eggs. i want to keep it between 95 and 103.5

The more steady you can keep your temps the better it is for the eggs. What kind of incubator do you have, still air or fan? That makes a difference in your "ideal" temp. I keep mine (they have fans) right under 100...if your's is a still air you should run it 101-102 degrees. In my opinion 95 is too low and 103.5 is too high.

I would say from 99 to 102,if it fluctuates just a bit either way for a short time it doesnt seem to harm the eggs signifigantly.
As Katy stated though, the steadier you can keep it, the better.
