What the Heck Went WRONG ? New Incubator ?

The temperature is also very important in brooding. Get a thermometer that records highs and lows (walmart's cheapo digital does it) and see if the temperature is dropping at night. You may need to add some additional heating in your brooder.
 
UPDATE: The last two quail died today. All 9 gone. I have about 3 dozen more eggs in various time frames in the incubator now. Also a dozen more in storage ready to go into incubator, probably the last hatches of the season. The last few to die were healthy and active, eating and drinking, with no deformities. Either I have disease organisms somewhere, or it is the cooler weather. Bleached the hatching tray today and washed with soap and water. Took the quail brooder box and bleached that too. Moved it back into the garage. This time the last few years they were fine in there. Frustrating watching it happen because these were going to be my spring breeders, in place and ready to go.
 
That could have been a problem too with the deaths. I hope you get it figured out
