It is a requirement of most shows here in the northwest that birds have legbands. The numbered bands are for identification purposes to ensure that the right bird goes home with the right person. Sometimes they can get mixed up.
Ok, we don't have that requirement back East; just the NPIP blood test bands. Of course, those can be utilized for id as well. Do your States in the Northwest not require NPIP for bio-security?
