What to do about a "toe bitter"

We have a baby chicken that keeps picking on the others. He grabs them by the toes and drags them. Anyone know what we can do to make him stop??
 
I've heard a red light helps. The only thing that works for me is shavings. I hate it though cause they get the feed lost in the shavings and it goes to waste. I guess it's better then missing toes. I got tired of my game birds losing their toenails I had to put the shavings in.

We had one that did that relentlessly to the others... until another chick took HER by the foot and drug her around. All foot dragging stopped. Maybe you can sit down and have a pep rally with the others.....

I'd try separating, the one that drug the others around by their feet is now the top hen, so it could be a dominance thing.
