What to put over gravel

Hi there,
I am adding a second coop and run in a spot on my property where it's at the bottom of a hill with a retaining wall on the other side so for it to be level it has gravel pretty deep already so there is a flat area at the bottom of the hill made out of gravel. What should I put over the gravel for the run? Should I put dirt over it or put straw right over the gravel? My current coop has chopped straw over dirt and works well. The photo I attached shows the same gravel that is in the area where the run will be. Thanks!

Are you concerned that the gravel will cut your chickens feet??? That gravel does look like crushed granite more than the crushed limestone (not very sharp edged) I have by my home. If the stones are somewhat sharp edged, then I suggest you lay down some garden fabric, and put a layer of sand on top of it. The garden fabric will keep the sand from falling in-between the gravel stones, and allow good drainage.
Straw will work also, but the potential for foot injury (if stones are sharp) still exists. The thicker the layer of straw, the better.
