What type of comb is this and what breed would have it?

that's a rose comb, and the bird is a Dominique. Other rose comb breeds are Wyandottes, Buckeyes and Sebrights, just to name what comes to mind right off.

Since it's only eleven weeks old, it is a cockerel. I would say Dominique, except it has pink legs. Maybe it is a Dominique/Marans cross.

I think Rhodebar Lover may be correct. I would say Dominique, but the legs are throwing me off as Dominiques have yellow legs. Marans however do not have rose combs, so I'm thinking a mix of barred breeds.

As far as leg color goes, am I right in assuming a "for instance," hatchery birds could have the wrong color legs but be the right breed - just from poor bloodlines when faults are not dealt with. Like pale skin silkies, or 4 toes when they need 5. They can still be silkies - just very poor type.

I think the answer to that question depends on who you ask. It really comes down to the question of when does a breed stop being a breed (or how many SOP flaws can it have before it ceases to be that breed). I've learned during my time at BYC that show breeders tend to be much more restrictive in how they define a breed that those of us who purchase most or all of our birds from hatcheries. The questions here is, "Does a barred cockerel with a rose comb stop being a Dominique and become a mixed breed when its legs are pink instead of yellow?" Maybe the answer is the same as the answer to the question, "How many licks does it take to get to the center of a Tootsie Pop?" )
