What would you do?

My town is 1 square mile (of friendliness, or so the slogan says). I called the municiapl building to ask if we could own chickens. the woman said she didn't know, the i heard her ask someone else who replied "I don't think so". I am afraid to go down there and get a copy of whatever laws I need to see, I'm not even sure exactly what I am asking for, because I don't want to alert them. My neighbors are nice and I don't see any problems with them and plan to talk to them. I have no neighbors behind me, only woods and a creek. Someone on the other side of said woods and creek has a rooster that we can all hear and no one complians or thinks it's a big deal BUT he's technically in the next town over.
So how do I get copies of what I need without sparking their interest?
What exactly am I asking for : zoning, pet laws etc...

Look up your city ordinances. It is probably posted on the web. There is probably a section about animals or zoning that will make mention of livestock or fowl. In my town, if the neighbors are Ok with it, unless a new neighbor moves in, you are probably good to go. Give them free eggs every so often and they will probably love the neighborhood hens. Better to say your sorry than ask permission sometimes!
