for what it's worth, i had an ee who was merciless to my rir a couple of years ago - i tried EVERYthing i could find (separating the picked upon, separating the pickee, free ranging, vicks/etc on the picked on areas of my rir's body, flock block in the coop, extra stuff to play with like leaves etc, avia charge 2000 in the water, toys in the coop, and on and on) and nothing helped keep my ee from bullying my rir. in the end, i rehomed my ee to a good friend of mine who has a small backyard flock. she integrated beautifully and was perfectly peaceful and happy there, while my girls relaxed and did much better. i agree with the other posters - give them some time to work it out for themselves, but in the end if all of the drama is stressing you out it takes away from the joy of having the little buggers. i think it's okay sometimes to take a step back and acknowledge that ours is not the right home in some cases for any number of reasons and that sometimes rehoming is the best option.
i miss my girl and cried like a baby the day i dropped her off at her new home (and still contemplate getting another ee or two because i miss her little raptor face and lovely blue eggs) but the relief at knowing she was happy, as well as seeing the rest of my hens happy was immeasurable - and the joy and relaxation i get from watching my chickens putter happily is priceless.
