All the good breeds for your purposes have already been mentioned:
Chantecler (developed in Canada, so if I was you, they'd be my first choice -- support the native breeds where you can!)
Buckeye
Wyandotte
Dominique (although they are smaller than the others and would have less meat)
Rose-comb RIR (get good stock and they should be a decent dual-purpose breed -- the poster above who said they don't have any meat on them has probably only had 'Production Reds' which are not really dual-purpose. Several hatcheries do carry Rose-comb RIR's, but best to buy from a breeder if possible.)
I'd look for these breeds pretty much in that order. Buckeyes, Wyandottes, and Dominiques will go broody, too, although not excessively so. Just from doing some research, it appears that Buckeyes might be the best meat bird of this list.
