What's going on with my pigeon?

I bought this pigeon early in the year. Maybe in February. I was told he was young as his tail and neck feathers were still growing in. His tail grew in ok although it has a big gap in it. His neck feathers never really came in. It looks like he is in a constant molt and I keep hoping those feathers will come in but they still haven't and its almost November. I thought his cage buddy might be picking on him and pulling his feathers but this doesn't appear to be the case. They have no lice or mites. I practice good husbandry and they are well fed. Will his feathers ever fill in? Does anyone know what could be causing this? Have you seen this before?

A lot of my pigeons are molting late as well this year.

What ever reason???.

My birds usually molt in late August or September.

I have a wedding release this weekend and I am having a hard time selecting the eight birds I will need for the release.

Some of mine are way to shabby to put on display. I have a flock of 33 to choose from luckily. My birds in a perfect world should all be white according to their parents. However I have spots of colour on a few of my birds.

This blue bar is a feral that trapped in with the flock one day..

When my Pigeons are going through a heavy molt I switch to a high protein meat builder pellet that is fed to meat kings chickens as they are know in these parts (cornish cross in others).A few pictures of my flock when they were not moulting this summer.
