What's the ideal rooster to hen ratio for fertile eggs?

We had 6 hatch out 9 eggs on the first batch, in the dead of winter.
This last batch was 10 eggs in warmer weather, but only 3 hatched and they are several days old now.

I'm wondering if the other 7 eggs were even fertile. We have about 20 hens to one rooster. But that will change soon.
Two of the previous 7 peeps turned out to be roosters, but they are not in service yet. The older rooster won't let them near any hens.
I doubt that he can continue to interfere forever.

Usually about 8 hens to 1 rooster. If you want fertile eggs i wouod consider doing 4 hens per rooster for a few days and then switching them out with 4 others to ensure fertility. 1 rooster can't possibly breed 20 hens. That was definitely your problem.
