What's up with this tail? Breed?

I think it's a cockerel just because of the comb and waddle color, not the tail.

It's an Austrolorp- look at the feet color. My pullet is 20 weeks and has a straight up tail too, red wattles and small red comb. She didn't get really red in the comb/wattles until about 15-16 weeks. Before that, her comb was very pale.
