I agree with all the previous responses. As a kid, I managed to convince my parents (and now my boyfriend) that I needed all sorts of pets: dogs, rabbits, cats, birds, a couple of snakes, pet rats, guinea pigs, and I'm sure I'm missing something. lol
I convinced my parents to allow me to get these pets in several ways. First and most importantly I educated myself about those animals. Before we had internet I read books and asked local "experts". Second, I agreed to pay for them myself or when I was too young to get a real job I did extra housework. Do find out why your mother doesn't want more chickens, then you can address her concerns directly.
One of the best ways I found to get the pets I wanted was to never act childish about it: don't whine or beg or throw a tantrum. Talk to your mom about the benefits of more chickens, then direct her to sources where she can get the information first hand. Before you do all this though, make sure your current chickens are very well cared for. Make sure there is no odor that could deter her and maybe you don't need so many roosters? Maybe their crowing annoys her? Perhaps you could set up a small business selling eggs and chicks to cover your chicken expenses.
