Whats wrong with my Australorp neck feathers

I have a BA pullet somewhere around 25 weeks, really don't know how old. Her neck feathers have a wet look to them. I looked closely yesterday and it looks like new feathers growing. I never noticed any molting on her body anytime lately. I dust for mites regularly. She's not laying yet. All her other feathers look good, she acts normal. I have included some pictures to show you what I'm seeing. These are my first chickens so I just wanted to make sure I didn't need to take any other actions or treatment. Thanks for the help!

She is replacing her old juvie feathers for some new adult plumage. They are in the process of growing in and should look more normal in no time.
