FROSTBITE!!! most likely frostbite if you live in a colder area (vaseline slather them!)- but if not, it could be mites.
 
take action soon!- toes can fall off if the frostbite or mites gets to a certain stage...

Alright ...I was worried it was brumble foot or something. We have a heat lamp that they sleep under. And this guy's the only one like this
