It looks like your pullet had a prolapsed vent. This is where part of the oviduct is sticking out of the vent.
Soaking her most likely helped reduce the inflammation so she could re-tract it. Make sure she is staying hydrated, make oyster shell available free choice and just keep watch on her. If she has just started laying, this may be a one time thing, but some chickens can be prone to it happening again.
