Whats wrong with the head feathers?

Did I ruin the head feathers or will they puff up again at this rate?

They should go back to normal. Worse case scenerio, she has to molt this year to get better ones

that's fine, so long as you got the dirt out, and dried them for the most part (just squeeze them in a towel). They'll fluff up lovely when properly dry.
