Whats wrong with this comb

We are very new to having chickens and learning as we go. I noticed that our 13 weeks old chicken comb has not changed much and is not growing. I recently read that it could mean that they are sick but I have not noticed any other issues.
I say its a Black Australorp as we knew the rooster was and one of the possible hens were as well and that was the only breed of all black hens. Other breeds of hens they said were Delaware, Rhode Island Reds and Barred Rock and not sure if that would mean anything for the comb.
What should we look for or do.
Edit to add- We got the chick from my sons school. The teacher does this every year and they get the eggs from another student and then takes care of the eggs in the incubator, watches them hatch and takes care of them. There were 11 other healthy chickens from this group and this was the only one we noticed with the comb.

Did you hatch this chicken yourself from an egg?
Sorry I should have included that information. I did update with other pictures from different ages. We got this chicken from my sons teacher who hatched the chickens. She does this every year with her students.
