Don't use straw from grains (wheat, barley, oats, etc). Instead use old coarse grass hay. Looks similar but are entirely different.
Straw will indeed get wet, mat....get moldy and become a wet, stinky mess. Old, coarse grass hay does not do this and will last a month or two before it becomes a dark, earthy smelling compost.
