When can I put chicks outside for a few hours?

I know the answer is here somewhere, but I hd trouble getting to this point and will learn to navigate this site in time.

Our chicks are 3 weeks old & in the tank with the heat lamp. We take them out for runs inside. I would like to know if we can put them outside for an hour or 2. It's Winter but the sun is out and it's between 12c & 15c.

As long as they are out of the wind they should be fine having a play outdoors at 3 weeks old. They'll let you know if they start to get cold so just keep an ear out and take them back inside if they seem unhappy.
