When Can Pullets Start Eating Layer Feed?

Hi, everyone! I was wondering - when is it safe to start feeding pullets layer feed? I have three-year-old hens, along with 15-week old pullets. Right now, they're both living together. So, anyway, I know that they can have layer feed once they start laying, but is there a certain week when they can start eating layer feed? Because they're living together, I've noticed the pullets eating little bits of the hens' feed. Should I take it away and put all the chickens on the same feed? Also, is it okay for cockerels to eat layer feed once they're old enough? I may have a few, so I just wanted to make sure, though I'm pretty sure it's okay. Thanks for taking the time to read this!
 
I feed everyone either a non medicated starter grower or an All Flock ration full time. I also provide a separate bowl of oyster shells for the calcium needs. Roosters shouldn't eat a layer ration if at all possible.
 
Most of the feed companies (and feed bags) say 18 weeks. In the mean time you could give everyone "all flock" (an 18% general poultry feed with about 2% calcium) the higher calcium of layer feed is too much for pre-laying pullets. You would have some oyster shells free choice to make sure the layers get enough calcium.
