When can they go outside

I have four barred rock pullets that are about three weeks old. My question is when can they go out inside there coop. I live in nc and it doesn't drop below 65 at night.
 
Generally, you would wait until they're fully feathered (about 6 weeks).
If you had more chicks, they could keep each other warm at night.
But with only 4, I would wait at least two more weeks unless you provide them with a little extra heat at night.
 
They can certainly go outside during the day to enjoy some sunshine!
Make sure they have a shaded area to get out of the sun and plenty of fresh water.
They'll LOVE it!!
I take mine outside after they're a week old during the warm days (temps above 70).
I have broody moms who take her chicks out in temps below 50; they don't mind at all.
When they want to get warm, they just run under mama for a while.
