when do chickens lay eggs that are fertile?

i know this sounds stupid but i know absolutely nothing about egglaying. my local store told me that they only sell chickens in spring because that is when they are born. does that mean that chickens only lay fertile eggs in the spring? can they have babies in the fall winter or summer, and most importantly: is it likely?

I've had hens go broody and hatch out eggs in the middle of winter. Feed stores seem to prefer selling chicks in Spring only. I suppose it is easier to raise chicks during the warmer months.
